The problem
A comment on a zoning plan carries legal weight: you need to know who sent it, when and from where, with no way for anyone to alter it afterward, while complying with the government's cybersecurity regulations.
The solution
Dual authentication
ClaveÚnica, the government's official login (OpenID Connect), or manual sign-up with RUT validation and email verification.
Tamper-proof traceability
Each comment stores an unmodifiable timestamp, a snapshot of the identity, IP, browser and sign-in method, with an audit log.
GORE back office
Processes with configurable stages, versioned technical documents, official responses, Excel export and automatic backups every 48 hours.
